Need to do some homework man. Nike came out with that shoulder stitching about three years ago to help prevent the jersey from stretching and getting caught under the pads. It's called flywire. Bunch of schools have used it. It's not a design. You're pretty out of touch with college football if this is just now catching your eye. They replaced that concept last year by putting the flywire in the collar instead of the shoulders.
