Team president Nolan Ryan said that the Rangers met again Tuesday with agent Darek Braunecker but have not made an initial contract offer to free-agent lefty Cliff Lee.
Ryan said that the Rangers understand how much money they can offer and the number of years they are willing to go. Lee has proven that he's worthy of a longer deal than the Rangers are normally comfortable going.
Ryan said his optimism has been raised this week that Lee will return to Arlington, but he doesn't know how the rest of the process will unfold.

OK, so why haven't they made an offer?
